Is there an effective way to easily compare printing services in terms of cost and quality?
There are seemingly thousands of different printing services out there, but it seems very difficult to compare among them. I find myself visiting many different companies and spending a great deal of time trying to compare them.
There are price comparison search engines for products, but I don’t know of any for printing services. Do they exist? Even just a general printing service price tracker?
There is also the question of quality – do any sites review and compare the quality of services?
Even if there are no quality review sites, simply a good price comparison tool would be helpful. Most printers can make arrangements to provide samples, allowing the quality question to be answered.
just focus on the 3: grade of paper, resolution(dpi’s), cost/M
then delivery… (how fast they can comply)
but you can try asking for quotes….samples will help with a proper quote from how exactly you want the outcome to be… from there you can compare…. just narrow down to at least 2 companies…

Because printing services is custom, there are few companies that can publish their entire price list online let alone compare between companies. Also, pricing is subject to negotiation. You are better off getting a database of companies that do the kinds of jobs you are looking for and contacting them by email, phone, fax or smoke signals for individual quotes. Even if there is a price comparison tool on the internet, it wouldn’t reach suppliers that are not registered with that tool. Over time you will find the 5-6 top players that will help you find the right product at the right price at the right time. Once you have those companies, play "the price is right" to negotiate better prices or better service or whatever you need.
